Do keyword domains make an impact?

Actually when we have a plan on putting keyword domains on it, does it make a huge impact on SEO? Probably yes, probably no. Why? When we agree, we should not going to miss a significant point which is known as the inbound permanent links, which they are attached within sites as one of the featured and relies on the site's content and niche. However, when we disagree on this impact if we don't have any of these:

1. Targeted Anchor Text

2. Content Uniqueness

3. High Quality Inbound Links

We should have better strategy that no matter how unique is our domain, we always have unique SEO plan for it.
