In my own understanding, featured links is where your link can be specially featured in the homepage or any popular page within the directory you have submitted, and it's not actually for free you know? It's going to be a lifetime featured link or good for one year, depends on the directory you involved.
They accept mostly Paypal payments and actually cost you around $5 or $10, or even higher than any other directories. After all, it's really worth for your site to be a featured link.
